According to a judgment in the 1999 Redmond-Bate v DPP case, Lord Justice Sedley contended that free speech consists of "not only the inoffensive, but the irritating, the contentious, the eccentric, the heretical, the unwelcome and the provocative, provided that it did not tend to provoke violence" (Anonymous, 2003).
