ABSTRACT:
( 8 pp) Every year, in every legislative assembly
in the nation, the lawmakers consider new
responses to crime. The choices that legislators
make about crime have a big impact, an impact that
is growing all the time. There is honest
disagreement about how much it is possible to
reduce crime rates through criminal law enforcement,
but it is beyond question that criminal law
enforcement and punishment has a larger fiscal
impact on state government every year.
