ABSTRACT:
A 32 page analysis of the factors relating to the torture of prisoners that came to light with the release of photographs from the Abu Ghraib prison. This paper contends that this torture was a reflection not just of the actions of a few "bad apples" but rather of military and governmental policy. Key events are listed and analyzed as authoritative decision units. This paper is subsectioned into authoritative decision units, development, definition and framing, value complexity, leadership, and lessons learned. Bibliography lists 16 sources.
